That's what the points of the characters are. Lower HP'd characters are more risky to use but the rewards are better. Balance is mostly based around that.

They should at least make her protector tactic though, I am pretty sure Amaya is jealous at Tori for getting that boost.

And possibly the countered enemy take 5-10 affliction damage.(Maybe since she is collaboration, make her counter deal 5 affliction to the countered enemy for every ally alive or every ally dead.

I really like this ideas!

Making her protector tactic is quite obvious, I don't know why it has not been done untill now. The way mental stuns completely shut her down right now is outrageous.

The minor damage thing on her counter is interesting too.

I suggested in balance discussion that her ethereal could have lower cooldown or have DR, and her Midnight Massacre either have self heal or afflict damage.

Kurai is now perfect although Last Sunset should be reworked...
FoF is much less useful because buring afflictions are mostly AoE maybe make it 10 or not ignore invulnerability or make it cost a random energy, but make it AoE
