Seishin has Ryu, currently one of the best characters in this game.

I'd go for Seishin. Resent balances have made them easier to play with.

Seishin of course, hard missions but you get some of the best character in WoN.

Hebi

Why?

You get Jatai, an amazing support character who can effectivly slow down enemys.
You get Ikuchi, a silent killer.
And Nozuchi, one of the better characters in the game.

If you get Seishen, you get Kame, who is beaten by Yukigaaru in every way.
Tori, who is a great character, but difficult to use.
And Ryu, again, one of the better characters.

Hebi=2 Good character. 1 Great character.
Seishen= 1 Ok, 1 Good, 1 Great

Hebi

I like Seishin characters better, but for beginners Hebi is more useful.

After the present balances and updates, I'd say all characters in both Seishin and Hebi are now ALL good.

Although which village to get first is preferential. I can honestly tell that you've fought some of the characters. So you have some ideas on what you're getting.

Although for easier decision's sake:
Hebi - Disruptive and manipulative
Seishin - Straightforward and soloists
