Explosives and Crossbows is where I draw the line. It is too cliche and tasteless for a clan to have high-tech themes.

Unless Nori considers the cliche use of making clans using every stereotype which aren't ninjas or japanese era concepts, I doubt he'd consider such things.

Some people think that delving into OP fusions of concepts such as OP mages + ninjas, that the only thing missing now is technological gadgetry to balance things.

Can you imagine Jinsei texting away on an iPhone or Yuki playing Angry Birds on an iPad? What about Jyouzu looking up WoN cheat codes on a Macbook Air?

Ninja have no use for technology, they've got crazy ninja powers, which has stunted the technological growth of the WoN world considerably. Samurai are the only social group to have any use for technology hence why Jinsei, a Samurai, uses one. As for the explosives, they're an incredibly new invention. Saigai uses some he 'liberated' from a disbanded Samurai camp, and after studying the ones he captured learned how to use his own. Outside of Saigai no Ninja would use explosives, and only a very select few specialist Samurai in the Shogun's army would have access to them.

So the development of firearms is a long way off in the ninja world, for now those with the knowledge of black powder understand how to create a large explosion, but they lack the knowledge to even begin creating the smaller more controlled blasts used to power firearms, and I'm talking things as simple as an arquebus or early muskets. Anything resembling modern technology would be hundreds of years in the future of the game, if they ever reached that level at all. Again, the presence of Ninja powers does mean a lot of tasks that technology would be used for, Ninja can do instead, so there wouldn't be as much reason for a lot of the core inventions that brought us to where we are now to exist in the first place.

Pretty much the best explanation. As an easier example, if you've watched the first FMA anime, you'd know that their era created less technological marvels because all their evolutionary traits delved mostly to abusing Alchemy.

So in every fictional world, evolution would change drastically if for example, mages existed in our world.
