Try to look around boards some....there is a topic right before yours in this section(which I think is the wrong one for both). Complete the mission Settle Things in Aoiro Village for first Region shop.

Hiruku's shop is unlocked after beating the 3rd mission in the Aoiro village called "Settle Things". The shop will be located in the bottom left part of the map.

You have to unlock the shop.
I believe you can unlock it in the Aoiro Village.
