Arashi

A village where it is always raining, the people who dwell here have the power to control wind and/or lightning to some degree. The village was, at one time, divided into two factions, the ones who were born with the power to control wind, and the one with the power to control lightning. After years of fighting, the feud ended with a marriage of two people from both sides. Their son was the first in the village to have both powers at once, and was also intelligent and wise, despite his young age. Due to his maturity, among other skills, he was made Daimyo at a very young age. The inhabitants all have purple eyes, and wear a wardrobe of mostly electric blue, even the people who use wind, not lightning, ironic as it is.

Tate is very young, very short, but with long white hair that reaches down to his shoulders and covers most of his face. He generally wears clothing that is much too large for him.

While I don't mind the idea of having your second village split into two factions, with an unstable peace between them, I do think that perhaps an elemental village is not the best way to go about this. Another concept which can be diverged into two ideas may work beter, in my opinion. However, as there's not much story there at the moment, you might be able to prove me wrong, so we'll see where you go with this and I'll check back again then.
Now, on to balance, I'm ignoring the first clan for this because, as I said, they really just can't exist in the WoN world.
Tate: He seems fine, though his damage output is quite low. Maybe an extra 5 damage on Raging Tempest wouldn't hurt, but not entirely sure, with the disables he's a great support, so it would depend how he was played.
Isshun: I think maybe increase the damage and cooldown on Black Lightning, and AoE stun you can pull off every second turn is a bit much, even if it's not a full stun, IMO. Combine that with Yume and they can't do an aweful lot anymore.
Roar of the Thunder Gods needs a complete and total rework, end of story. You are not destroying protectors for no cost with a cooldown of 1. That would break any Shishi/Kamiko team without even trying, so rethink that skill.
Shibaru: Only thing I can say here is for Coming of Ragnarok, it should read:
If this skill is used again while it is active, Shibaru stuns and deals 15 piercing damage to all targets, and cancels Coming of Ragnarok.
Other than that, seems alright^^

alright, I'll work on fixing up the characters. and I see what happened with Roar of the Thunder Gods, I was planing one effect, and changed my mind, but forgot to change the effect back. Again, this is a work in progress.Well you haven't written much, but I will say WoN's technology level is not that advanced. It's not like Naruto where there's random bits of modern technology, it's like pre-western involvement Japan, where there is minimal technological advances that aren't drawn from China, so we have crossbows, and even gunpowder in its earliest stages, but it has minimal effective combat implementation, and even then ninja really have no need for it, they can generally do things much flashier. So this clan might need to be totally redone to take in the technological setting of War of Ninja.
