They have a big army, And they will need 3 different commanding commanders to control each different village. And it makes the story more fun.

...Maybe to improve your skill at this game. If you can't beat them theres always guides... Theres no reason to take them out.

Because boss battles are rather fun. I was wishing they had more in the first region, so I was glad to see so many in the second.
