Energy Needle: Can be used on one teammate. Deals 5 damage to the target and reduces cooldown of all their moves by 1.
Cost: 1 Wisdom & 1 Random
This reminds me of old Ryuuken's Quincy Tactics. The idea is good, but it should work for 2 or 3 turns only, I think.

No, just one time cooldown reduction. It would just effect any skills of the target which are currently on cooldown.
So say Yukigaaru uses it. Then he can use his attack and then use it again the next turn but then cool down after that? So it only gets reduced once?

So, I'd recommend you to make it 1 Specific only.

yup, agree.For 1 time only, the cost is TOO DAMN HIGH! (reference, anyone?)
So, I'd recommend you to make it 1 Specific only.
Also can the item be used again or just once?

So, I'd recommend you to make it 1 Specific only.
Although the cost is high, consider all of the situations one could set up by being able to use the same skill sooner. It could be the difference between that character's life and their death.

Wrong. You get to use it 1 turn sooner, but you wasted a turn just to reduce the cooldown. Lets use Yukigaari...
With Item
Item > stun > stun = 3 turns and 4 energy
Without
stun > kunai/none > stun = 3 turns and 2 energy

No, it reduces current cooldown of a teammate. Say Akira uses Passifism and Yukigaaru uses the needle on her the next turn. Instead of the cooldown of Passifism being 1 the following turn, it would be 0, allowing her to use it again, potentially keeping a threatening enemy stunned.

I see. But using the item with a teammate uses up their turn when they probably could do something better. I suppose it could be good in some situations. But as Taylor said, make it one specific energy.
