Yeah, he is the last character of Region 2 but you can already play with him in the begging of Region 2.

Yeah, he is the last character of Region 2 but you can already play with him in the begging of Region 2.
You have a "sneak peek" at his skills in the Kusa Village, where you get to use Yuurin temporarily.

you have to beat the boss before you can get him but he consume a lot of energy on his skills

once you beat Ishhou, you unlock Yuurin for the last character
