I believe this man simply has many hands.You did detail the body and the numerous hands. But what about the face? After all, that is the starting point of any piece of work, and this one feels very light.
Is it me or is the handiwork an illusion? xD
Sure seems to me like your intention must have been to draw super fast hand movement in action.

That, and there's absolutely no sign of movement in this. The hands aren't blurring out.I don't it's an illusion. I think he's just a dude with a bunch of arms.
Hecatoncheir comes from greek mythology. It's the name of a giant typically depicted as having a hundred hands and fifty heads.

Actually, as it is now, I got the feeling that this guy is just bored, so he has no facial expressions. If you were going for anger, well, that's certainly somewhere you need to improve on.
As for the shading of the face, I know you can learn it.
