Do you think Sleeping Powder should have a cooldown of 3-4 instead of infinity?
If we take Metsubishi as example, it stuns ranged skills for 2 turns and has cooldown of 3 turns... Why Sleeping Powder can't be used again? It stuns mental skills for 2 turns.

Metsubishi should have an infinite cooldown IMO because it's already game changing.
So it's the other way around to me.

Sleeping Powder and Metsubishi should have the same cooldown.
I rather have a cooldown of 3 for both of them.

Both should have infinite cooldowns, but last for one more turn

Then why even raise the question if you have a viable solution?

You see that we have many awesome tactics to counter Metsubishi or Sleeping Powder.(...)

Metsubishi is balanced.
Compare the items with Niwa's stun skills.

Unlike Metsubishi, Sleeping powder cannot be countered as it is tactic. and no skill can counter tactic. And less skills stun sleeping powder if your enemy had the first turn. But yes Sleeping powder needs a boost but if it isn't infinite think of the tons of mental users who unlike some ranged users, have only the invulnerability skill and mental skills. So instead maybe sleeping powder should stun both mental and tactic skills for two turns and/or bypass invulnerability.
