i think he can be kinda good if can set up at least 4 gas leak XD,the bad side is that he does afliction to his teammates '-'

If you truly know how to use Saigai, the best steps are to do an early Gas Leak, and do his attack to make Ignition easier. It totals to 2 of the enemies having 1 Gas Leak stack and the targeted one have 3 Gas Leaks.
Ignite it and you get great damage. It would pretty much help if you're 2 other characters are so lethal that they avoid killing Saigai early.
