Yeah.. region three is about to be released. And consider this, when we first started playing, we only had three starters. 
Now it's 9. So maybe.. just maybe.. (wary) the number will increase.

I don't get it, are you asking for more characters in general or just more starting characters?
If it's the former, just be patient and work on who you don't have unlocked.
If it's the later, don't complain. Everyone you start with is pretty good, except maybe Arasoi.

This was my complaint to the first batch of added new starter characters.

Extra starters were made so that people have variety in their starting teams, and so they can experiment more and learn more of the mechanics and such off the bat. That is good.
However, 9 is enough and if I get my way we're unlikely to be seeing any new starters. New characters will be in the market or in a region, and they're on their way, so sit tight and hope for the best.

The 2 additional starter teams were presented so that newbies have more characters to work with, and complain less against adversaries with much more characters than them.
Also, it was made so that newbies can actually make full disruption/full collab/full assassination teams on the get-go.
I doubt they would make more starter characters since they already gave them the possible full ass/collab/disrupt capabilities.
