The ladder is an unfair estimation of who has skill in this game.Look at the ladders. You can find a list here.
Those with more time will play more ladder.
Those that get paired with higher levels more often than lower levels will find themselves up there.
The ladder ranking is not 100% accurate, as a matter of fact, I would say it's 50% accurate.
As far as a list of great and skilled players go, in no particular order:

This is all really just off the top of my head.

I don't know it this a valid topic to make, but since I'm retiring, I'll use the opportunity to give some names that I believe are really good ones. I can't talk about ones that I didn't see playing and people talk well, like Fleur de Lis, NightLord, Albus_Dumbledore, Xelian, etc, because I joined the game in this year, on May, so...
I'll post the names in alphabetical order to avoid listing from the best. I could reduce the list to 4 or 5 names, but I prefer to list around 12 or 13 (surely I forgot someone):
